Gina Brooks | CEO
Gina Brooks is an experienced non-profit leader, service provider, community advocate, and native of Fort Wayne, IN. Most recently residing in Charlotte, NC, she was formerly employed as a Hepaticopancreatobiliary-Colorectal Surgical Oncology Nurse Specialist. Prior to that, she worked in various leadership capacities at Genesis Outreach, Inc. and most recently as Director of Family Services overseeing its family reunification program, addiction recovery services, and life skills training. A servant leader at heart, she has demonstrated a strong commitment to the mission of Genesis Outreach, Inc. as well as to serving others which has positioned her to boldly guide the organization into a new decade of passionate service, community investment, and urban redevelopment initiatives. Gina graduated magna cum laude from Purdue University and is a member of Emmanuel Apostolic Church. She is married to Carlos Jamal Brooks and together they have three children and four grandchildren.
Albert T. Brownlee, JD, MBA | Chief Compliance Officer
Albert formerly served as the Chief Executive Officer from 2012-2019. He resigned that position due to relocation and to pursue his lifelong dream of attending law school. In 2023, Albert graduated from Mitchell Hamline School of Law earning a Juris Doctor degree and a Certificate in Dispute Resolution with a focus on mediation, negotiation, and arbitration. In addition to overseeing compliance, grants, and contracts, Albert also provides human resource oversight with a focus on diversity, equity, inclusion, and belonging. He is happily married to Tamarah Brownlee. They have four children, a daughter-in-love, and one granddaughter.
A’bby Brownlee | Accountant
A’bby officially joined the Genesis Outreach team in August of 2018 serving as the organization’s Accountant. Prior to this, in 2017, he completed an intensive 10-week business internship for Genesis Outreach working alongside the accounting staff of Health Visions Midwest in Hammond, Indiana. A’bby graduated from Purdue University Northwest (2018) acquiring two undergraduate degrees—Bachelor of Science in Business concentrated in Finance and a Bachelor of Accounting. Immediately after graduation, he completed a summer research fellowship as a nationally acclaimed McNair Scholar and Fellow focusing on the rapidly ever-changing envrionment of urban economics, international business trade, and finance. A’bby is happily married to the love of his life, Destiny Marie Brownlee.
Anita Waller | Director Family Services
Anita was the first graduate of the Genesis Outreach PLUS program. She has been in recovery from drugs and alcohol for over 30 years. Holding a Bachelor degree in Human Services from Indiana Tech, Anita has amassed a professional career in social services and case management that spans over 20 years having previously worked for Indiana Mentor, the Women’s Bureau, the Bowen Center, and Genesis Outreach in various positions and leadership roles. In 2024, Anita returned to her “home” where she is now leading the transitional housing recovery program and family services department where she first found a life of recovery and reunified with her children in permanent housing, living life on life’s terms. She is a proud mother, grandmother, and a longstanding leader in the Northeast Indiana Narcotics Anonymous recovery community.

Shawn Bender | Facilities Maintenance Manager
Shawn has served as the Director of Facilities and Maintenance since 2021. Shawn has more than 20 years experience in home construction, maintenance, and repair. He is the owner of Shawn’s Contracting and prides himself in providing affordable, quality low income housing for the clients and families served by Genesis Outreach.
Patricia Green-Simpson | Lead Resident Assistant
Patricia has over 20 years experience in low-income rental housing, property management, and fair-housing. As such, she brings a wealth of experience and knowledge into her role as Housing Coordinator at Genesis Outreach. Overseeing the Promising Partnerships permanent supportive housing program, Patricia ensures residents are equipped with the practical skills needed to maintain as well as manage their housing, monthly obligations such as utilities and rent payments, and property upkeep. Patricia has a Bachelor of Arts in Business Administration from Trine University and is the proud mother of two children and one grandchild.
Candice Hall | Family Services Counselor
Candice Hall began her employment with Genesis Outreach in February 2013. She provides onsite counseling for residents of the transitional living program and assists with case management support to clients who have been deemed at-risk. Candice has a long history of working in the Social Services arena. She received a Bachelor of Science in Psychology from Ball State University and a Master of Education in School Counseling from the University of Saint Francis. Most recently, she received a Master of Science in Mental Health Counseling. She is the proud mother of one son, Jalen, who enjoys dance and playing football. Candice enjoys spending time with her son, going to the movies, and watching Colts football.
Brenda Majors | Community Case Manager
Brenda Majors has worked in community case management for over 30 years. She recently retired from Fort Wayne Housing Authority where she worked with residents involved in its self-sufficiency program. Prior to that, she was a community case manager with Managed Health Services. A graduate of Indiana University, Brenda enjoys caring for others in a supportive environment where they can rise to their fullest potential, purpose, and life calling. She is the proud mother, grandmother, evangelist, and community advocate.
